Shelby is a tortoise and a friend and ally to both Oddball and Domino in 102 Dalmatians: Puppies to the Rescue.

Shelby goes wherever the travelling carnival goes and is involved with spreading happiness and excitement in this carnival. He tells Oddball and Domino that they need tickets to enter some of the attractions. He then tells them a bit about the attractions and warns them of Jasper's presence.
